That assistant is the one thing a district needs already. ANTON is added to it as a connector: one address entered once in the assistant's own settings, with nothing for district IT to install.

Passages go back to whichever assistant asked, because the assistant is what writes the answer, and every passage is a document the district has already published, so nothing confidential is sent anywhere.

WHAT IT IS

Three things ANTON is not, and one thing it is.

Most systems that answer questions about documents are built to sound right. This one is built to be quoted.

Not a chatbot
Claude or ChatGPT does the talking.

The assistant does the reasoning and the writing. ANTON does the lookup, the provenance, and the numbers. That division is the whole design.

One district at a time

One district's records are unreachable from another's. The separation is enforced by the database itself rather than by software that could have a bug, and the serving system holds no administrative key.

Everything a district reads back later, from a document to a figure to the record of who asked what, is kept in one place. Nothing depends on a file on somebody's laptop.

Ask in plain language, the way you would ask a staff member who had read every document the district has published. That whole set of documents is the corpus, and the assistant turns your question into the right lookup.

    • A rate has to equal collected over billed, line items have to sum to their totals, and year over year has to stay inside sanity bands.

The corpus holds no bargaining agreement. Rather than return the closest passage, ANTON says the record does not cover it.

WHERE TO LOOK

Each district keeps a list of the surfaces where it actually publishes, so an answer of absence still points somewhere useful.

HOW IT WORKS

Compile once. Check the numbers. Serve. Correct without rewriting.

Four stages, each with its own cadence. Read the cadences first; they tell you where the work actually happens.

  1. Compile

    ONCE PER RELEASE

    Every document is registered with its type, date, publisher, source URL, and file fingerprint. Pages are extracted and kept as written, and text is split into passages that never cross a table. Loading the same document twice changes nothing.

  2. Verify the numbers

    AT INGEST

    Figures are never read out of prose at question time. Each one becomes a typed row and is served only when its quote appears verbatim on the cited page and its arithmetic checks pass. Anything that fails is held back and never shown.

  3. Serve

    PER QUESTION

    Five read-only operations over a standard connector. Keyword ranking and meaning-based ranking are fused in a single database round trip, and every response carries an explicit verdict on whether the record covers the question.

  4. Correct without rewriting

    ONGOING

    Nothing is overwritten or deleted. A correction is a new entry pointing back at what it replaces, and a superseded document takes its figures out of service automatically.

All five are read-only. ANTON cannot create, edit, or delete a district record.

SECURITY & TENANCY

Public records, kept separate district by district.

Everything ANTON serves is already public. The controls exist so a district can say exactly who asked what, and so one district's records are unreachable from another's.

    Every row is stamped with the district it belongs to, and the separation is enforced by the database itself, not by software that could have a bug.

    No role the serving system runs as holds the right to update or delete a record.

    Access is granted and revoked one person at a time, against a list the district controls.

  • EVERY QUERY LOGGED

    Each question served is recorded against the identity that asked it.

The serving system holds no administrative key. Isolation is asserted in the test suite, not assumed: one district's search returns zero rows from another district's records, and a caller who has not signed in gets nothing at all.

Verified figures cover the fee-collection series and nothing else yet. That is the honest state of it, said up front rather than in a footnote. Everything else is fully searchable and citable to the page, but its figures are not in the verified registry, so ANTON says a number is not verified rather than reading one out of a passage.

WHAT COMES NEXT

Next into the verified registry is the monthly finance pack: fund balances, revenue and expense against budget, and investment position, checked the same mechanical way. We are not putting a date on that here.

Every document in it was published by a public body. Nothing confidential, internal, or district-supplied under an engagement is ever ingested.
